This costume was probably included as Raiden is one of the least popular characters in the Metal Gear canon. He is in Metal Gear Solid as a boss fight and later helps Snake battle Metal Gear REX. This led to Fox undergoing extensive surgery to become the Cyborg Ninja. The Cyborg Ninja, named Gray Fox, was an old ally of Solid Snake, who critically injured Fox in a fight during the Outer Haven incident.
